It doesn’t look like you have any other items in that pocket of your bag though, so moving it won’t do much. That bar shows you exactly where the item you’re moving will be placed - between the items above and below the red arrows. You had to take the long way around instead by moving each item individually. Explore these lands and battle it out in this unique. If I remember correct, in FR/LG you couldn’t swap two items with each other. I just downloaded the game (1.0 Version) and got everything setup but right off the bat, my bag move options don’t show up when I try to move an item, It just shows the red arrows on the normal options.
